我国消费券发放的现状、效果和展望研究 被引量:25

摘要 2019年末爆发的新冠肺炎疫情,给我国经济带来了前所未有的挑战。一方面,疫情从供需两端严重冲击国内经济;另一方面,全球发达国家经济衰退大趋势因疫情爆发加剧,造成我国外需萎缩。而且,疫情是否会在发展中国家爆发、以及在我国和发达国家是否会有第二波、第三波的冲击,都给经济增长带来巨大不确定性。应对经济危机,我国过去靠投资拉动创造了许多有效的经验,面对这一轮全球经济衰退,投资拉动仍然是必要之举。然而这次新冠肺炎疫情爆发突然、冲击幅度大,投资拉动周期长、见效相对较慢,短期内难以发挥作用。在这一背景下,重启消费成为稳定经济形势、保障就业的重中之重。从2020年3月起,不少地方政府在抗疫的同时,陆续开始发放消费券,目标是通过消费券促进消费,保障企业、就业和家庭,推动经济复苏。本文旨在以消费券的发放为切入点,研究疫情总体得到控制后,中国地方政府在助力经济复苏中的作用。 At the end of 2019, the outbreak of the COVID-19 has brought unprecedented challenges to the Chinese economy. On the one hand, the pandemic has severely impacted the domestic economy on both supply and demand;on the other hand, the general trend of economic recession in developed countries around the world has intensified due to the outbreak of the pandemic, which has caused China’s external demand to shrink. Moreover, whether the pandemic will break out in developing countries, and whether there will be a second and third wave of shocks in China and developed countries, have brought huge uncertainties to economic growth.In response to the economic crisis, China has accumulated a lot of effective experience through investment stimulus in the past. In the face of this round of global economic recession, investment stimulus is still necessary. However, the outbreak of the COVID-19 is sudden and its impact is large, the cycle of investment-driven measures is long, and the effect is relatively slow, so it is difficult to play a role in the short term. In this context, restarting consumption has become the top priority of stabilizing the economic situation and ensuring employment.From March 2020, many local governments have begun to issue consumer coupons one after another while fighting the pandemic. The goal is to stimulate consumption, protect enterprises, employment and families, and promote economic recovery. This paper aims to study the role of local governments in China in helping the economic recovery after the pandemic under control with the issuance of consumer coupons as the key point.
