摘要
从法治视角系统梳理了国际上关于国家实验室建立运行的立法实践,从使命定位确立和运行管理机制构建等方面归纳分析了国际上籍由法律规章创建和管理国家实验室的一般做法,并在综合研究的基础上得出一些启示与借鉴。希望通过本研究能为我国国家实验室的谋划建立和有效运行提供有益参考。
This research systematically sorts out the international legislative practice on the establishment and operation of national laboratories from the perspective of the rule of law.It summarizes and analyzes the general practice of international laboratories to create and manage national laboratories through laws and regulations.Based on comprehensive research,some enlightenment s and references are drawn.It is hoped that this research can provide useful reference for the establishment and operation of our national laboratory.
