摘要
新中国成立以来,农地制度、农业经营方式的演变和农村集体经济发展大体上经历了四个时期。农地合理流转、实现农业规模经营是农业现代化的重要内容和解决“三农”问题的重要途径,发展农村集体经济是实现农民共同富裕的根本途径。农地先向村集体流转的新方式与其他流转方式相比,具有四个方面的优越性:一是有利于保护农民的利益和顺利持续流转,二是有利于规划集约用地和实现农村长远发展,三是有利于充分发挥村集体统筹发展的作用,四是有利于发展农村集体经济,从根本上解决“三农”问题。农地流转和规模经营新方式面临六个方面的问题和困难,需要健全完善。
Since the founding of People's Republic of China,the evolution of rural land system and agricultural management mode and the development of rural collective economy have gone through four periods on the whole.Promoting reasonable rural land circulation and realizing the large-scale operation is an important part of agricultural modernization and an important solution to the issues relating to agriculture,rural areas,and rural people.Developing the rural collective economy is an essential way to realize the farmers common prosperity.The new way of rural land circulation that starts by transferring land-use rights to village collectives is superior to other ways in four respects:firstly,to protect the farmers benefits and sustainable circulation;secondly,to plan the intensive land use and realize the long-term development of the rural areas;thirdly,to fully play the role of rural collectives in overall planning;fourthly,to develop the rural collective economy,thereby solve the three rural issues fundamentally.The rural land circulation and the land-scale operation are facing problems and difficulties from six aspects,which are needed to be resolved.
