摘要
近年来,政府引入PPP模式推动充电基础设施建设,但是由于项目组成复杂与收益能力不确定等问题,充电基础设施PPP项目仍难以推广。从充电定价角度入手,分析充电基础设施PPP项目充电定价的影响因素,运用系统动力学原理建立充电基础设施PPP项目充电定价模型,并通过Vensim软件进行仿真模拟,从项目投资收益角度和消费者效用角度对模拟结果进行了分析。进一步运用敏感性分析确定了影响充电定价的关键因素,结合我国充电基础设施建设情况提出了相应对策建议,为优化我国充电基础设施PPP项目充电定价、推动充电基础设施PPP项目发展提供决策参考。
In recent years,the government has introduced the PPP model to promote the construction of charging infrastructure.However,due to the complex project composition and uncertain profitability,it is still difficult to promote the PPP project of charging infrastructure.From the perspective of charging pricing,this paper analyzes the factors influencing the charging pricing of charge infrastructure PPP project,establishes the charging pricing model based on the principle of system dynamics,and runs simulation by using Vensim software.This paper analyzes the simulation results from the perspective of project investment return and consumer utility.In addition,sensitivity analysis is used to determine the key factors influencing the charge pricing.On this basis,some suggestions are put forward to provide references for optimizing the charging price of charging infrastructure PPP projects in China.
