摘要
以善治为目标的乡村治理创新是乡村振兴的重要内容。共议协商是实现乡村善治的重要方式和途径。党的十九大提出,"众人的事情由众人商量,找到全社会意愿和最大公约数"。基于农村资源环境冲突治理而言,农民资源环境权益受损、农民在治理中失语等是冲突的诱因,究其根源却是资源环境管控专断思维所致。因此,要化解资源环境冲突,就必须从资源环境治理出发,积极推进资源环境治理的多元化,使乡村治理的不同主体能自主平等、自由地参与到共议协商的活动中。为此需要在维护农民资源环境权益、畅通维权渠道、完善补偿政策和应急机制等方面,切实提升农民在其中的话语权,确立起共议协商的治理机制,最终在乡村资源环境冲突化解中实践乡村善治。
Innovation of rural governance aiming at good governance is an important content of rural revitalization.Discussion and consultation is an important way to achieve good governance in rural areas.The Nineteenth National Congress of the Communist Party of China puts forward that "the matters of the multitude should be discussed by the multitude to find out the intentions of the whole society and the maximum common divisor."In terms of the governance of rural resources and environmental conflicts,the causes of the conflict are the damage of farmers’ rights and interests in resources and environment,and the aphasia of farmers in the governance.The root is the arbitrary thinking in resources and environmental management and control.Therefore,in order to resolve the conflict of resources and environment,we must start from the governance of resources and environment,and actively promote diversified governance of resources and environment,so that different subjects of rural governance can participate in the activities of discussion and consultation equally and freely.For this purpose,it is necessary to effectively enhance the voice of farmers in protecting their resources and environmental rights and interests,unblocking the channels of safeguarding their rights,and perfecting compensation policies and emergency response mechanism,and establish a governance mechanism for discussion and consultation,so as to practice good governance in rural areas concerning rural resources and environmental conflict resolution.
