摘要
基层河长湖长履职是打通河湖管理“最后一公里”的关键,关乎全面实现河湖“河畅、水清、岸绿、景美”目标。针对目前我国基层河长湖长履职情况,分析了基层河长湖长职责,提出基于问责与激励、公众参与的河长激励机制,从问责与激励、公众参与两个角度提出了调动基层河长湖长积极性的建议与意见,为新时期河湖治理与保护决策提供参考。
Local river-lake chiefs performing duty is vital for the final success and overall realization of the goals of“connecting and cleaning of rivers with green shorelines and beautiful sceneries”in China.In view of performance of local chiefs,the roles and responsibilities of river-lake chiefs are examined,with suggestions to mobilize them by means of establishment of incentive mechanism based on accountability and public participation,so as to set up an example for decision-making in river and lake governance and conservation in the new age.
