数字技术与城市协同发展的智慧城市演进

摘要 基于历史和发展的双重维度分析智慧城市的发展规律是其高质量发展的客观要求。文章从数字技术与城市协同发展的视角,通过对国外五个典型城市的案例分析,发现技术与城市协同遵循“采纳—融合—嵌入”的梯度渐进路径,进而推动智慧城市主要按照三个阶段发展演化。第一阶段是城市对数字技术浅层采纳。智慧城市主要是在数字技术催生和拉动下,采用以政府主导政务信息化的建设模式,将数字技术与交通等不同场景结合,提升城市管理效能是主要驱动力。第二阶段是政企合作的城市创新试点。在这一阶段,云计算、物联网、大数据等技术相互融合并深入业务流程,更多的数据可以被实时获取并融合处理去真正解决城市场景中的问题与挑战。第三阶段是数字技术全面嵌入的城市综合实验。在这一阶段,数字技术不只是一种外部资源,而是与城市所内嵌的结构互相碰撞融合,进化形成全新的城市运作模式,价值共创理念引导居民的参与程度明显提升。 To achieve high-quality development of a smart city,it is necessary to analyze its development law based on the dual dimensions of history and development.From the perspective of the integration of digital technology and cities,this paper,based on the case analysis of five typical foreign cities,summarizes the development stages of smart cities and their characteristics at each stage.We find that the integration of technology and city follows the echelon evolution path of“adoption-integration-embedding”,thereby promoting the evolution of smart cities from three stages.The first stage is a superficial application of technologies in public service scenarios,mainly led by the government to improve urban management efficiency.The second stage is the implementation of pilot projects under the cooperation between the government and enterprises.At this stage,technologies such as cloud computing,the Internet of Things,and big data are integrated with each other and penetrated into business processes.At the same time,more data can be acquired in real time and integrated and processed to truly solve problems and challenges in urban scenarios.The third stage is a comprehensive urban experiment in which digital technology is fully embedded.At this stage,digital technology is not just an external resource but also collides and integrates with the embedded structure of the city,leading to the birth of a new urban operation mode,in which the concept of value co-creation will greatly improve the participation of residents.
