摘要
素可泰·探玛提叻开放大学是泰国的国立开放大学,也是东南亚第一所开放大学,在亚洲开放大学中具有典型性。建校40多年来,学校致力于创新国际化建设模式,在理念与政策、制度与保障、活动与实践、研究与服务等方面形成了一系列办学特色,突出表现为国际化目标定位清晰,重视机制建设,策略上"走出去"与"请进来"并重,实践上重视东盟地缘优势,机制上强调双边多边合作等特点。近年来,因战略规划与创新能力不足、综合平台与有力抓手不多、资金不足与来源单一、语言限制与转换困难,国际化发展水平受限。其国际化实践与模式、特点与经验、问题与不足可为我国开放大学国际化建设提供参考。
Sukhothai Thammathirat Open University( STOU),a typical open university in Asia,is the national open university of Thailand and the first open university in Southeast Asia. In its past 40 years,STOU has been devoted to developing an innovative internationalization mode. Features of its internationalization have manifested themselves in philosophy and policy,mechanism and guarantee,activities and practices,research and service. It is highlighted in the clear orientation of international goals,emphasis on mechanism construction,equal efforts for " going abroad" and " introducing in" in strategy,the full use of its advantages with ASEAN countries in practice,and the stress on bilateral and multilateral cooperation in mechanism. Because of inadequate strategic planning and innovation ability,limited comprehensive platforms and effective initiatives,insufficient funding and funding source,language barrier and difficulty in conversion,its internationalization has been hindered in recent years. Its internationalization practice and mode,characteristics and experience,problems and deficiencies can provide reference for the internationalization construction of open universities in China.
