摘要
推动中央与地方关系发展变迁的重要力量是治理权限集中与下放的互动。权限的集中与下放在政治、经济和行政领域通过干部人事管理、财税制度改革、行政管理权限三个方面,形成了中央与地方关系变迁的现实图景。中央与地方关系发展的规范建设通过特定权限的集中与下放互动过程建立,立法权限、条块管理和监察等方面权限集中与下放的互动构成了中央与地方关系发展的规范措施。基于此,中央与地方关系发展的现实选择需要通过有限集中与均衡分权实现,实现央地关系的协同与稳定。
The interaction between centralization and decentralization is an important force in promoting the development and change of the relationship between central and local governments. The centralization and decentralization of power in the political,economic and administrative fields form a realistic picture of the change of the relationship between the central and local governments through the cadres and personnel management,the reform of the fiscal and taxation system,and the administrative authority. The normative construction of the development of the relationship between the central and local governments is established through the interactive process of centralization and decentralization of specific powers. The interaction between centralization and decentralization in legislative authority,trap and block intersected?management and supervision constitutes the normative measures for the development of the relationship between the central and local governments. Based on this,the realistic choice of the development of the relationship between central and local governments needs to be realized through limited centralization and balanced decentralization,so as to achieve the coordination and stability of the relationship between central and local governments.
