摘要
政府职责体系是中国特色社会主义制度的重要组成部分,其构建研究具有重要的现实意义。职责同构是我国政府间关系的特殊形态,也是我国政府职责体系构建的研究起点和现实背景。随着政府治理现代化的发展,传统"打破"同构的理念已经不适合我国政府职责体系构建的需要,要在充分认识职责同构存在合理性的基础上明确"优化"的思路,推进政府职责体系构建的理念转向。在"优化"同构的基础上,依据职责属性对政府职责进行职责重理,将政府职责划分为本源型、发展型和赋转型三个基本类别,通过理论与实践的论析,使其成为政府职责体系构建的支撑条件。基于"优化"同构的理念转向与职责"重理"的外在支撑,一方面通过政府事权与职责的对接构建政府职责体系基本框架,进而依托对同构的优化建立伙伴型政府间关系,提升政府职责体系相容性。另一方面组建专门性职责协调机构保障政府职责体系的有效运行,并更新职责配置理念,逐步建立"政府职责配置表"。同时,兼顾城市化发展的现实,完善政府职责体系的相关内容。
The governmental responsibility system is an important part of the socialist system with Chinese characteristics, and its research retains important practical significance. Isomorphic governmental responsibility is a special form of intergovernmental relations in China, and it is also the research starting point and realistic background for the construction of a governmental responsibility system. With the development of the modernization of governance, the traditional concept of"breaking"isomorphism is no longer suitable for the needs of the construction of a governmental responsibility system. On the basis of fully grasping the rationality of the existence of responsibility isomorphism, we should clarify the idea of"optimization"and promote the idea turn of the construction of a governmental responsibility system. In line with"optimization"isomorphism, government responsibilities are reorganized according to responsibility rearrangement, and they are divided into three basic categories: origin type, development type and transformation type.These three categories become the supporting conditions for the construction of a governmental responsibility system with theoretical and practical interpretations. In accordance with the idea turn of"optimization"isomorphism and the supporting conditions of responsibility rearrangement, on the one hand, the basic framework of a governmental responsibility system is constructed by the pairing of governmental duties and governmental responsibilities, and then a partnership of an intergovernmental relationship is established by the optimization of isomorphism. Thereby, the compatibility of a governmental responsibility system is improved. On the other hand, a special responsibility coordination organization should be established to ensure the effective operation of a governmental responsibility system, and a"government responsibility allocation list"should be progressively generated by updating the idea of responsibility allocation.
