摘要
突发疫情防控下分级诊疗制度研究正逐渐成为热点问题。在分析分级诊疗应对突发疫情防控现状的基础上,认为突发疫情防控过程中分级诊疗制度暴露出一些问题:基层首诊难堪重任,双向转诊亟待通畅,急慢分治难以落实,上下联动缺乏保障。提出应当加大基层医疗机构建设,落实双向转诊制度安排,发展远程医疗在线诊疗,制定配套的法律等建议。
The study of hierarchical diagnosis and treatment system under the control of emergent epidemic situation is becoming a hot issue gradually.Based on the analysis,the hierarchical diagnosis and treatment system under the emergent epidemic situation prevention and control has exposed the following problems:the first diagnosis at the grass-roots level is a difficult task,the two-way referral is urgent to be unblocked,the urgent and slow treatment is difficult to be carried out,and the linkage between upper and lower level is lack of guarantee.We should increase the construction of primary medical institutions,implement the two-way referral system,develop online telemedicine and improve related laws and regulations.
