论“一带一路”新发展阶段的人才问题及应对建议

Talent problems and suggestions in the new phase of the Belt and Road Initiative

摘要 人才是"一带一路"建设的重要基础和保障,在推进共建"一带一路"的过程中,人才短缺问题日益突出。出现了单项人才多复合型人才少、高等教育专业和学科设置滞后于实际需要等现实情况。因此,要推动"一带一路"建设高水平发展,需要解决好人才输出与引进、高等教育中的精与博、国内人才和属地化人才双适应等核心因素的平衡。 Talent is a key foundation and guarantee for pursuing the Belt and Road Initiative.However,talent shortage has become a more and more serious constrain in the process.Now,specialized human resources are abundant,but versatile professionals are badly needed,universities fail to offer majors and disciplines that are oriented towards actual demand,and most of the human resources for B&R projects are from home as only a small proportion is hired locally.Therefore,to promote the highstandard building of the Belt and Road Initiative,it is very necessary to maintain a balance in the core factors such as talent export and import,specialized and versatile higher education,and talent dispatchment and local employment.
