摘要
目的以青岛市即墨区两家民营养老机构为案例,分析民营机构发展现状及政策建议。方法采用目的抽样法,对所选两家养老机构的管理人员和医疗服务提供者开展半结构式深入访谈。结果两家民营养老机构入住率达60%以上,失能、半失能占比超过30%,其当前的医疗服务水平较低,养老护理员存在低素质、低收入、高年资、高流动率等问题,长期护理保险的落实到位仍困难重重。结论老年人的医疗护理需求高,今后需提升医疗服务能力,加强养老护理队伍建设,积极落实长期护理保险制度,建立精细化管理的医疗护理服务制度,从而为老年人提供高效、连续、综合的养老服务。
Objective Take two private pension agencies in JiMo District of Qingdao as an example to investigate the status of private pension agency.Methods Semi-in-depth interviews were conducted with managers and healthcare professionals among the selected pension institutions Results The occupation rate of pension institution over 60%and the disability and semi-disability ratio is about 30%.Themedical service at there isn't good enough.The pension agencies lack advanced nursing assistant and they are reluctant to work for a long time.Most of nursing assistant are over 40 years old and they can't earn high salary.It's difficult to carry on the long-term health care insu-rance which encounter lot of difficulties.Conclusion Suggestions are given such as to improve the quality of medical care and the ability of nursing,to carry out the long-term health care policies.It's necessary for the pension institutions to establish a finely managed medical care service system to provide efficient,continuous and comprehensive care services for the elderly.
