摘要
堤防、水库、蓄滞洪区、涵闸、泵站等是长江流域防洪抗旱减灾工程体系的重要组成部分,如何调度运用好水工程使其充分发挥防灾减灾效益,是一个需要不断思考的问题。总结梳理了近年长江流域水工程联合调度在规范调度管理、推进技术研究、提升信息化水平和发挥联合调度效益等方面的工作成效,并从流域超标洪水防御、调度目标多元化、预报调度一体化、综合决策智能化等角度重点分析了新时期水工程联合调度的需求,结合当前调度实际提出了下一步工作开展的几点建议。
Dikes,reservoirs,flood storage and detention areas,culverts and sluices,as well as pumping stations are important parts of disaster reduction engineering system for flood control and drought relief in the Yangtze River Basin.How to make good use of water engineering to make it give full play to disaster prevention and reduction benefits is a problem that needs constant thinking.This paper summarizes the experiences of joint operation of water structures in the Yangtze River Basin in recent years,such as standardizing operational management,technology development and research,boost information system application and giving full play to the benefits of joint regulation.It suggests to focus on the needs of joint operation in the new age,from the perspectives of prevention of big floods,diversified regulation purposes,integration of forecasting and dispatching,and operation of smart decision-making In the light of current practices.Suggestions are also put forward for future applications.
