摘要
针对高校政府采购专业性、特殊性、复杂性的实际情况,提出了以经济性、效率性、效果性、公平合法性、社会性、发展性为指标的网络层次分析法绩效评价体系。采用专家评议法确定评价指标关联性,通过"九分法"问卷调查方式判断相关指标的重要程度,计算各评价指标权重,分析权重结果并应用该体系对高校政府采购工作进行评价。
In view of the specialty,particularity and complexity of university government procurement,this paper puts forward a performance evaluation system of network analytic hierarchy process with the indicators of economy,efficiency,effectiveness,fairness,legality,sociality and development.By using the method of the expert evaluating to determine the relevance of evaluation indicators and through the method of the"Nine-points"questionnaire survey,the importance of relevant indicators is judged,the weight of each evaluation indicator is calculated,the weight results are analyzed and the system is applied to evaluate the university government procurement.
