摘要
湖南省是最早进行排污权交易试点的省份之一,经过近10年的试点,排污权交易制度体系逐步完善,排污权交易平台和服务体系基本建成,并采用多种措施促进排污权交易市场的发展,初步达到了利用经济手段促进企业自主减排的目的。为贯彻环境资源"有偿、有价"理念,进一步实现我国总量减排目标,在完善减排管理模式和手段方面积累了宝贵的经验。但研究发现,湖南排污权制度运行过程中存在市场竞价机制不健全、排污权分配方式不完善、排污权交易相关制度不协调、排污权交易市场不活跃等影响制度运行的问题,一定程度制约了排污权交易市场的发展。借鉴国内外研究经验,对近年来湖南省的排污权交易市场数据进行分析,结合湖南省历史原因和实际情况,认为明确政府在排污权交易市场中的定位、完善排污权分配、优化跨行政区域排污权交易机制、加强制度融合衔接、激活排污权交易市场等措施可为完善湖南排污权制度提供解决方案。
Hunan province is one of the first provinces to carry out emission trading pilot.After nearly 10 years of pilot,the emission trading system has been gradually improved,the emission trading platform and service system have been basically completed,and a variety of measures have been adopted to promote the development of emission trading market,which achieved the purpose of using economic means to promote the independent emission reduction of enterprises.In addition,experience has been accumulated for implementation of“paid and valuable”for environment resources,for further achieving China’s total emission reduction target and improving emission reduction management mode and means.However,it is found that there are some problems in the operation of Hunan’s emission right system,such as imperfect market bidding mechanism,imperfect distribution mode of emission right,uncoordinated emission right trading system,and inactive emission right trading market,which restrict the development of emission right trading market to a certain extent.Therefore,based on the research experience at home and abroad,we analyze the data of the emission trading market in Hunan province in recent years,and combines the historical reasons and the actual situation of Hunan province,from the aspects of clarifying the position of the government in the emission trading market,improving the distribution of emission rights,optimizing the trans administrative regional emission trading mechanism,strengthening the integration of systems,activating the emission trading market,etc.Some suggestions are put forward to improve the pollution discharge right system in Hunan Province.
