摘要
农村集体资产产权制度改革是农村集体经济统分结合格局下,有效推进脱贫攻坚与乡村振兴的基石。本文利用DEA模型分析方法,结合地理经济学产业聚集动因理论视角划分了三个研究区域,通过纵向对比、横向对比、动态对比三种物理联系方式对中央首批农村集体资产产权制度改革试点省份的改革绩效进行实证分析,提出农村集体产业跨域集群化发展路径。基于间断平衡理论对效率均值进行定量测算,采用K-S检验规模分布结合T检验、秩和检验进行比较,为准确预测最优合作路径提供参考。利用虚拟中间要素投影分析方法对非DEA有效性分析,调整由无效变为有效时的投入产出松弛变量,既完善第一阶段DEA模型分析的逻辑结构又减小了主观性对政府决策关注点的影响程度,为探索农村集体经济组织未来跨域产业集群化发展起到战略导向作用。
The property right system reform of rural collective assets is the cornerstone of effectively promoting poverty alleviation and rural revitalization under the pattern of unified division and combination of rural collective economy.This paper uses DEA model analytical method and combines the Theoretical Perspective of Industrial Agglomeration of Geographical Economics to divide three research regions.Through three physical connection methods of vertical comparison,horizontal comparison and dynamic comparison,this paper makes an empirical analysis on the reform performance of the first batch of pilot provinces in the reform of rural collective assets property right system,and puts forward the development path of cross-domain clustering of rural collective industries.To provide a reference for the accurate prediction of the optional cooperative path,the mean value of efficiency was quantitatively calculated which is based on the punctuated equilibrium theory,Using the K-S test scale distribution and combine with the T-Test and Rank-Sum test for comparison.By using the projection analysis method of Virtual Intermediate Elements to analyze the effectiveness of Non-DEA,adjusting the input and production slack variables when they are changed from invalid to effective,this paper not only improves the logical structure of the first-stage DEA model analysis,but also reduces the influence of subjectivity on the government’s decision-making concerns,which plays a strategic guiding role in exploring the future trans-regional industrial cluster development of rural collective economic organizations.
