摘要
本文参照安全管理的一般要求,依据建设工程的历史发展规律、目前的现实状况,结合作者自身近三十年的工作经历,阐述安全文化体系建设中十项主要工作,其中建立健全安全管理架构及网络,是做好安全工作的组织保证;建立一套科学的体制机制是做好安全工作的制度保证;做好教育培训、控制好危险源、做到全方位全员参与、并强化重心向一线前移,是做好工作的根本与基础;提足用好安全资金,是做好安全工作的经济保证;加大执法检查力度,完善激励机制,是做好安全工作基本措施;完善创新体制机制,是安全工作持续发展的基础保障。
This article refers to the general requirements of safety management,based on the historical development laws of construction projects and the current reality,combined with the author's own work experience of nearly thirty years,elaborates ten major tasks in the construction of safety culture system,in which,the establishment and improvement of the structure and network of safety management is the organizational guarantee for doing a good job in safety;establishing a scientific system and mechanism is the institutional guarantee for doing a good job in safety;doing a good job in education and training,controlling hazards,participating in all directions,and strengthening the center of gravity moving forward to the first line are the basis and foundation for doing a good job;improving the use of safety funds is an economic guarantee for doing a good job of safety;increasing law enforcement inspections and improving the incentive mechanism are the basic measures for doing a good job of safety;perfecting innovation institutional mechanisms is the basic guarantee for the continued development of safety work.
