摘要
随着平台经济崛起,虚实结合的数字孪生体系已然形成,社会不确定性交互指数级增长,社会管理和治理能力受到极大挑战,复杂系统成为科学研究的前沿焦点.安全场景数字化是解决社会治理复杂系统的新路径,基于“OODA环”一体化指挥调度从理论、技术、工程、标准等方面为此提供了体系支撑.一体化指挥调度是解决安全场景供需矛盾问题的方法论,具有普适性.
With the rise of the platform economy,the digital twin system has been formed,the social uncertain interaction is growing exponentially,the ability of social management and governance is greatly challenged,and the complex system has become the front focus of scientific research.The digitalization of security scene is a new way to solve the complex system of social governance.Based on the“OODA”,the Integrated Command and Dispatch provides a systematic support from the aspects of theory,technology,engineering verification,standards and specifications.The Integrated Command and Dispatch is a methodology to solve the contradiction between supply and demand in security scenarios,which is universal.
