摘要 阐述我国元器件自主可控面临的严峻形势,分析选用进口元器件的对外依存度及选用原因。从选用进口元器件和进行国产化替代两方面识别实现自主可控过程中的风险。探讨自主可控的原则与思路,提出完善制度管理、强化元器件统型、促进行业合作、加大专项支持、加强替代验证、做好战略储备等方面的自主可控对策建议,有利于推动我国进口元器件的自主可控进程。 This paper expounds the grim situation faced by China’s independent control of electron components. It then analyses China’s external dependence of imported components and the reason for their selection. The risks of realizing independence and controllability are identified from the selection of imported components and domestic substitution. The principles and methods are discussed to implement the independent controllability. This paper also proposes the countermeasures, such as optimizing management system, components unification, industry cooperation, special support, substitution validation and strategic reserve. These countermeasures are conducive to promoting the independent controllable process of imported components in China.
