摘要
高校图书馆对公众开放是履行社会责任的体现,有助于在新时代背景下发挥图书馆的知识辐射效应。通过在线网络调查美国8所高校图书馆的公众开放情况,研究其在开放方式、读者群体细分及资源权限等方面所采取的具体举措。我国高校图书馆可借鉴美国高校图书馆公众开放的经验,如对读者群体进行细分、实行差异化的收费开放模式、通过对数字资源的校外访问权限进行受限来强化知识产权保护等,来提高图书馆公众开放服务水平,从而使得高校图书馆在服务国家创新发展战略等方面发挥积极的作用。
The opening of university library to the public is the embodiment of fulfilling social responsibility,which is helpful to the knowledge radiation effect of library in the new era.Through online investigation of public opening of libraries of eight American universities,this paper tries to find the specific measures adopted by these university libraries in opening ways,segmentation of readers and limitation of resources,etc.Chinese university libraries can learn from American university libraries'experience of public opening,such as libraries segmenting their reader groups,adopting a differentiated charging mode,and imposing necessary restrictions on off-campus access to database resources to strengthen the protection of intellectual property rights,which improves the public service level of university libraries in China,and plays a positive role in serving the national innovation and development strategy.
