摘要
基于2013—2017年我国29省、市、自治区创新平台相关面板数据,采用熵值法、耦合协调函数、空间相关性分析、空间杜宾模型以及门槛回归分析方法,对我国创新平台发展进行了测度并研究了创新平台发展对区域创新能力的溢出效应。研究发现:(1)我国大多数地区创新平台发展协调度处于低水平协调阶段,各类平台之间拮抗发展,创新平台良好协调发展机制尚未成型;(2)创新平台与区域创新能力的高值区主要位于东部沿海、长三角地区中心腹地等,低值区主要在新疆等西部地区;(3)创新平台发展与区域创新能力之间存在显著的正相关关系和空间溢出效应,从溢出效应分解来看,直接(区内)溢出效果优于间接(区际)溢出;(4)政府支持在一定程度上负向调节创新平台发展与区域创新之间的关系,但随着政府支持强度的增加会削弱其负向调节效用。最后,依据研究结论提出相应的政策建议。
At present,the construction of China's multi-category innovation platforms is in full swing,which has aroused the continuous attention of academic circles on innovation platforms.But does the development of innovation platforms support the improvement of regional innovation capabilities?What role does the government play in it?Questions like this have rarely been studied.This article attempts to study the impact of collaborative development on regional innovation capabilities and space spillover effects from the perspective of innovation platforms,and provides decision support for the scientificity and rationality of building multi-type innovation platforms.Starting from the research status of innovation platforms and regional innovation capabilities,the technology innovation platform represented by the government-led technology business incubator,national university science park,and productivity promotion center was selected as the research object.We selects relevant panel data from 29 provinces,cities,and autonomous regions of China's Mainland from 2013 to 2017 for empirical analysis.First,the relevant indexes of the innovation platform are pre-processed by the entropy method and the coupling coordination function method to obtain the innovation platform development coordination index.Second,the spatial correlation analysis is used to verify the spatial correlation of the innovation platform and regional innovation capabilities.The Dubin regression model empirically studies the spillover effects of innovation platforms on regional innovation capabilities.Next,the threshold regression method is used to further explore how government support can regulate the relationship between the development of innovation platforms and regional innovation capabilities.By analyzing the development coordination index of the innovation platform,we have reached the following conclusions.①On the whole,the coordination degree of innovation platform development in most regions of China during 2013-2017 fluctuated between[0,0.39].Mo
