摘要
电信网络诈骗违法犯罪形势严峻,侦查机关要从侦查思维、侦查队伍、侦查协作机制以及侦查取证上下功夫,逐步构建大数据侦查的法治化体系。侦查人员要转变被动思维模式,用整体性、关联性思维模式开展侦查工作。公安机关要建设一支专业侦查队伍,提升大数据技术技能,为合理、高效地应用数据信息资源侦办此类案件奠定基础。健全的侦查协作机制是侦查工作能够顺利开展的保证,应从内外部多方面对其进行整合,构建起高效顺畅的电信网络诈骗侦查协作机制。
With the strict situation of crimes related to telecom network fraud, the investigation organs should set up a system of big data investigation from parts of investigation thinking, investigation team, investigation coordination, and collection of evidence. The investigation personnel should change their passive thinkng and do their work with a thinking model of integrity and relevance. The publice securtiy organ should build a professional team and improve the technology and skill of using big data so as to make the investigation properly and effectively. A sound coordination system should be conformed with the internal and external elements so that it can promise the smooth operation of investigation work.
