摘要
随着社会科学技术与经济建设的发展,建设工程工程量清单计价规范的推行,我国造价管理模式由政府"统一计量、指导价格"的定额模式过渡到"政府宏观控制、企业自主定价"的市场化运作模式,同时计价管理模式也由定额模式逐步向工程量清单计价模式转换。作为政府、国有企业投资造价控制的标准及施工企业定额编制的主要依据,工程定额的地位和作用不但没有丧失,反而在指导确定合理的市场价格、规范合理的报价行为上愈发增强,但原有定额模式为20世纪计划经济时代的产物,虽多次修订,也只是小修小改,组价方式没有大的改变。文章从定额的适用性、工程施工管理的需要、工程招标投标、适应增值税的应用等几方面入手,阐述现行定额及组价模式应有一个较大的改变,明确改革的方向及方法并示例说明,旨在推动定额改革适应工程建设发展的需要。
With the development of science.technology and economy,and the implementation of the norms for valuation of bill of quantities of construction projects,cost management mode in China has changed from the government,s quota mode of"Unified measurement,guiding prices"to the market operation mode of“Government macro control,enterprise independent pricing”,at the sametime,the pricing management mode has gradually changed from the quota mode to the bill of quantities pricing mode.The engineering quota,which is the standard of the government and state-owned enterprises'investment cost control and the main basis for the quota formulation of construction enterprises,has not lost its status and function,but plays a very important role in guiding the determination of reasonable market prices and standardizing reasonable quotation behavior.However,the original quota model is the product of the planned economy era in the last century,although it has been revised many times,it is only minor modification,and the way of pricing has no big change.In this paper.starting from the applicability of quotas,the requirements of construction management,bidding and application of VAT.etc.,to expounds that there should be a great change in the current quota and pricing model,clarifies the direction and method of the reform,and illustrates with examples,in order to promote the reform of quota to meet the needs of the development of engineering construction.
