摘要
以实现中国城市轨道交通用地合理开发为目的,分析中国城市轨道交通在基础设施建设、运营效率、管理水平、客运服务质量等方面快速发展的现状基础上,深入探讨中国城市轨道交通用地综合开发在规划、制度保障、技术以及利润等方面存在的问题和不足。结合国家对于鼓励优先发展公共交通的相关政策及指导意见,借鉴国外成功经验及国内典型城市案例,以公共交通引导城市发展为导向,从规划层面、制度层面、技术层面以及资金保障层面等角度提出中国城市轨道交通用地综合开发的对策建议,为中国轨道交通用地开发提供一定的理论支撑。
To realize the rational development of urban rail transit land in China,the problems and shortcomings of the comprehensive land development of China's urban rail transit were thoroughly analyzed in such aspects as planning,system guarantee,technology,and profit.This effort was based on the analysis of the rapid development of China's rail transit in infrastructure construction,operational efficiency,management level,passenger service quality,etc.Combining the relevant policies and guidance of the state to encourage the priority development of public transport,some countermeasures and suggestions on the comprehensive land development of urban rail transit in China considering planning,systems,technology,and financial support are given.The successful experience of foreign countries and typical urban cases in China,as well as the role of public transport in guiding urban development,were considered.This work provides theoretical support for the development of rail transit land in China.
