摘要
中国炼油行业快速发展,技术与管理水平不断提高,但在几十年的发展过程中沉积了诸多矛盾,目前存在产能过剩、炼厂规模小、开工率低、布局不合理、劳动生产率低等问题,在激烈的市场竞争中暴露出很多短板。要改变这种现状,必须通过与国际石油公司深度对标改变行业发展理念,从市场导向、科学布局、行业政策、技术标准、人才培养、企业管理全方位改革创新,全面提升软实力,实质性缩小差距。政府要在炼油企业选址上发挥作用,注重市场、规模和资源,关停并转低效无效炼厂;加快更新炼油行业的法律、法规和标准;进一步开放石油市场,严格监管。企业要开拓国外优质市场;借鉴国外炼油业的先进管理理念;提高装置运行可靠性和长周期运行能力。
Despite the rapid development of China’s oil refining industry and the continuous improvement of its technical and management level,many contradictions have been accumulated in the process of development over the past decades,such as overcapacity,small refinery size,low operating rate,unreasonable layout and low labor productivity,which came to light as many shortcomings in the fierce market competition.For industry’s improvement,it is necessary to change the development concept of the industry through in-depth benchmarking with the international oil companies,and comprehensively reform and innovate from the aspects of market orientation,scientific layout,industrial policies,technical standards,personnel training and enterprise management,so as to enhance overall soft power and substantially narrow the gap.For example,the government should play a role in choosing the sites for oil refining enterprises,pay attention to the market,scale and resources,close,stop,merge and transfer inefficient and ineffective refineries,accelerate the updating of laws,regulations and standards in the refining industry,further open the oil market,and keep strict supervision.Enterprises should develop the foreign high quality market,learn advanced management concepts from foreign oil refining industry,and improve the reliability and long-cycle running ability of the device.
