摘要
四十多年的开放实践证明,以开放促发展是中国崛起的宝贵经验。进入新时代,全球正经历百年未有之大变局,国内外经济环境深刻变化。在此背景下,2019年政府工作报告强调要"以高水平开放带动改革全面深化"。本文从高水平开放内涵出发,深刻把握高水平开放标准,将"实体型"衡量指标和"制度型"衡量指标相结合,着重分析中国现阶段开放水平,并在此基础上,借鉴国际先进经验,全面结合国际、国内形势,为中国新时代推进高水平开放提出针对性政策建议。
More than 40 years of opening up practice has proved that promoting development through opening up is a valuable experience of China’s rise. In the new era, the world is undergoing a great change that hasn’t been seen in a hundred years, and the economic environment at home and abroad has changed profoundly. In this context, the 2019 Government Work Report emphasizes that we should "drive the reform to deepen in an all-round way with high-level opening". Starting from the connotation of high-level opening, this paper deeply grasps the high-level opening standards, and combines the "real economy type" and "rules type" indicators. Based on the analysis of China’s current level of opening-up, drawing on the advanced international experience and comprehensively combining the international and domestic situation, this paper puts forward targeted policy recommendations for China to promote high-level opening up in the new era.
