摘要
2014年以来,国家陆续出台了一系列减税降费政策以激发市场活力、促进地方经济发展。结合统计数据和调查分析结果来看,新疆民营中小企业在减税降费政策实施过程中获得感较强,减税降费额占企业营业收入及利润的比重大多在5%以内,波动幅度不大。在减税降费背景下,新疆民营企业发展面临的主要问题在于产业链延伸不足、融资环境差、要素成本不断上升、企业创新动力不足以及地方营商环境有待改善等。今后应采取差异化政策,从支持企业延伸产业链、进一步释放减税降费政策红利、加大对民营企业的金融支持力度以及营造良好的营商环境等方面着手,促进新疆民营企业健康持续发展。
Since 2014,China has introduced a series of tax cut and fee reduction policies to stimulate market vitality and promote local economic development.Combining statistical data with the results of survey and analysis,Xinjiang's private SMEs have gained a strong sense in the implementation of this tax cut and fee reduction policy.Most tax cuts and fee reductions account for less than 5%of corporate revenues and profits,with little fluctuation.In the context of tax cut and fee reduction,the main problems facing the development of private enterprises in Xinjiang are inadequate extension of the industrial chain,poor financing environment,rising factor costs,insufficient incentives for corporate innovation,and the need to improve the business environment of local governments.Differentiated policies should be adopted to support the expansion of the industrial chain,further release of tax cut and fee reduction policy dividends,increased financial support for private enterprises,and the creation of a good business environment to promote the healthy and sustainable development of private enterprises in Xinjiang.
