摘要
生态保护红线原则上按禁止开发区域的要求进行管理。线性交通基础设施工程通常不可避免地要穿越生态保护红线。因此,对于线性交通工程与生态保护红线之间的协同性成为近年来研究的热点之一。文中以阜兴泰高速公路为例,分析了穿越的生态空间管控区的特征,对“无害化”概念进行解读,并参考公路项目工作实践,从工程穿越形式、施工方式、生态恢复及风险防范措施等方面提出了线性工程“无害化”穿(跨)越生态保护红线的措施建议。
In principle,ecological red line shall be managed as prohibited development of area.Linear transportation infrastructure projects usually inevitably cross the red line of ecological protection.Therefore,the coordination between linear traffic engineering and ecological red line has become one of the hot spots in recent years.Taking Fuxingtai expressway as an example,this paper analyzes the characteristics of its ecological protection red line crossing,interprets the concept of“harmless”environmental impact.Referring to the work practice of highway projects,this paper puts forward some measures and suggestions for“harmless”crossing the ecological red line projects from the aspects of crossing forms,construction methods,ecological restoration and risk prevention measures.
