摘要
清洁生产审核要因地制宜,有序开展,注重实效,以企业为主体,遵循企业自愿审核与国家强制审核相结合、企业自主审核与外部协助审核相结合的原则。本文首先阐述了法律政策制度对清洁生产审核的限制,然后分别剖析了企业和咨询机构在清洁生产审核中存在的障碍,最后提出切实可行的对策及建议,为开展清洁生产审核提供参考,以期实现清洁生产审核机制日趋规范,清洁生产长效运行。
Cleaner production audits should be conducted in an orderly manner according to local conditions,be carried out in an orderly manner,pay attention to actual results,take enterprises as the main body,and follow the principles of combining enterprise voluntary audits with national mandatory audits,enterprise independent audits and external assistance audits.This paper first elaborates the restrictions of legal policies and regulations on cleaner production audits,then analyzes the obstacles existing in cleaner production audits by enterprises and consulting agencies,and finally puts forward practical countermeasures and suggestions to provide references for carrying out cleaner production audits,with a view to achieving an increasingly standardized clean production auditing mechanism and long-term operation of clean production.
