摘要
人民代表大会制度是体现人民当家作主的根本政治制度,具有强大的生命力和巨大的优越性,必须长期坚持、不断完善。新时代完善发展人民代表大会制度,必须回应我国社会主要矛盾的转化、协调全面深化改革与立法的关系、实现全面依法治国的统筹推进这些时代主题,要以坚持党的领导、以人为本、良法善治为根本要求,从完善立法体制机制、加强和改进监督工作、主导国家治理的法治化、加强自身建设等方面重点发力,不断丰富人民代表大会制度的实践特色和时代特色,充分发挥人民代表大会制度的作用,更好地通过人民代表大会制度全面落实依法治国基本方略,加快推进国家治理体系和治理能力现代化。
The system of people’s congresses is China’s fundamental political system that reflects the position of the people as masters of the country.It has strong vitality and great superiority,which shall be long maintained and constantly improved.The improvement and development of the system of people’s congresses in the new era shall respond to the themes of the times including but not limited to transforming the principal contradiction in Chinese society,coordinating the relationship between comprehensively deepening reform and the legislation,and comprehensively advancing the rule of law.It is essential to uphold the fundamental requirements for the Party’s leadership,people-oriented governance,and good governance.Emphases shall be laid on improving the legislative mechanism,strengthening and improving the supervision work,leading the rule of law in state governance,and strengthening self-improvement of the system of people’s congresses.Therefore,the system of people’s congresses will be increasingly enriched,and better availed to fully implement the basic strategy of comprehensively advancing the rule of law and accelerate the modernization of state governance and state capacity.
