摘要
社会疫情治理作为国家与社会的联合行动,需要个体行动者选择规范化行为以满足其秩序性要求。社会局部出现的个体理性行为不仅破坏了这种秩序,给社会带来诸多危害,而且以伤害自身的事实印证了其理性的无知和价值逻辑的局限。对个体理性行为的规范,可以遵循制度与伦理的双重路径,特别是发挥伦理性社会资本在价值传导、信息传递、道德惩戒方面的独特功能,以群体压力全程规范个体行为选择。在此基础上,可使伦理与制度共同形成规范个体行为、建构集体行动秩序的强大优势,提升社会疫情治理的总体效能。
As a joint action between the state and society,the management of social epidemic situations requires individual actors to choose standardized behaviors to meet their orderly requirements. The individual rational behavior that appears in local society not only destroys this order and brings a lot of harm to society,but also confirms its rational ignorance and the limitation of value logic with the fact of hurting itself. The standardization of individual rational behavior can follow the dual path of system and ethics, especially the unique functions of ethical social capital in value transmission,information transmission,and moral punishment,and standardize individual behavior selection through group pressure. On this basis,ethics and institutions can form a powerful advantage to regulate individual behaviors and build a collective order of action, and enhance the overall effectiveness of social epidemic management.
