摘要
小城镇历史文化景观或街区面临突出的保护和利用问题,一方面是保护与开发对立,另一方面是直接利用的经济效益不足,保护经费有限。因此需要首先确定其在小城镇整体中的定位。而地理学的视角对于目前较少的针对这些地区与小城镇整体之间关系的研究具有独特优势。本文以浙江湖州的溇港灌溉工程遗产为例,尝试利用地理学"一横"的方法,分析历史文化景观在湖州城市整体中的功能定位。本文的结论是:第一,地理视角可以在帮助确定历史文化遗产区定位发挥重要作用。用"流"的空间关联,有助于理解溇港地区在历史上和今天的功能定位,从而为城乡规划中区域功能定位提供参考;第二,湖州城乡规划将溇港地区打造为水利、生态、文化、旅游的复合功能区,保护溇港地区,就意味着已经给其他功能区带来效益。依据造福于其他地区的效益,可以判断溇港地区水利功能和文化功能效益居首,而后才是休闲旅游和农业的效益。
The historical and cultural landscape or blocks of small towns are facing the outstanding protection and utilization problems, which includes the contradiction between protection and development on one hand, and the insufficient economic benefits of direct use and the limited protection funds on the other hand. Therefore, it is necessary to determine its function in the small town. The geographical perspective has unique advantages for the current few studies on the relation between them and the entire city which they are in. This paper takes the Lougang, a World Water Conservancy and also a Cultural Landscape Heritage, in Huzhou, Zhejiang Province as an example. It tries to use the ’horizontal analysis’ of geography to illustrate the importance of protecting the "area" to the overall city of Huzhou. The conclusions of this paper are as follows. First, geographical perspectives can play an important role in helping determine the functioning of cultural heritage area. Only by observing the "flows", people can understand the function of Lougang Area in the past and present, and then can provide a reference for the functioning of the area in urban and rural planning. Second, Lougang has multi-functions in the Master Planning of Huzhou. The rank of those functions could be measured by the benefits brought by Lougang Area to other functional areas. Water conservancy and cultural functions rank the first, followed by leisure tourism and agriculture.
