摘要
高校家庭经济困难学生有偿资助是我国资助事业的重要组成部分。现行家庭经济困难学生资助机制中主要存在家庭经济困难学生认定标准单一、受资助学生失信行为增多、资助内容以赠予式的无偿资助为主、忽略对受助学生后续管理监督等失衡表现,从创新多元化的资助方式、设置跟踪考核机制、引入义工制管理模式、提供企业就业援助、发展创业型勤工助学岗位、建立爱心资助回馈机制等途径入手,构建权利与义务对等的高校家庭经济困难学生有偿资助模式。
Paid financial aid for students from poor families in colleges and universities is an important part of financial aid in our country.In the current financial aid mechanism for students from poor families,there are mainly some unbalanced phenomena,such as the single standard of identification for students from poor families,the increase of untrustworthy behaviors of the students who receive financial aid,the main content of financial aid is free financial aid in the form of grant,and the neglect of the follow-up management and supervision of the students who receive financial aid and so on.The paper puts forward a paid financial aid for students from poor families in colleges and universities with equal rights and obligations by virtue of starting from the innovation of diversified funding methods,setting up tracking and assessment mechanism,introducing the management mode of voluntary work system,providing employment assistance for enterprises,developing entrepreneurial work-study jobs,establishing the mechanism of charity funding and so on.
