摘要
将建设项目环境保护设施验收的主体责任回归到建设单位,是建设项目环境管理落实“放、管、服”改革迈出的重要一步。基于建设单位和环保部门在建设项目环境保护工作中的职责以及验收目的分析,详细论述了建设项目环境保护设施验收的主体转换后在验收内容上的不同,并提出环保部门应尽快适应角色转变,为建设单位环境保护设施验收做好服务。
Returning the main responsibility for the acceptance of environmental protection facilities of construction projects to the construction unit is an important step in the implementation of the“release,management and service”reform of the environmental management work.Due to the different responsibilities between the construction units and the environmental protection department,this reform is not only a change in the form of the main acceptance body,but also a reflection of the difference of acceptance purposes and connotations.This article analyzes the differences of the environmental protection facility acceptance between the construction units and the environmental protection department.The environmental protection department should adapt to the role and provide services to the construction units.
