摘要
质量保证过程审核是加拿大不列颠哥伦比亚省对大学内部质量保证过程的外部审核性评估,旨在改进大学个性化的质量保证过程。以“过程”而非“质量”为评价对象,巧妙平衡了社会问责与学术自治的对立诉求,拉近了外部与内部对大学质量保证的观念认同。深入探析这一制度及其对不列颠哥伦比亚大学的过程审核,并凝练其可资借鉴的特点,可以为解决大学质量评估难以及标准化评估所带来的大学同质化、功利性和负担重等问题提供新视角。
The Quality Assurance Process Audit(QAPA)is an external audit assess?ment of the university's internal quality assurance process in province of British Columbia in Canada,aiming at improving the university's personalized quality assurance process.Taking"process"instead of"quality"as the assessment object balances opposing demands of social accountability and academic autonomy,and draws closer the identity of quality as?surance between external and internal of the university.Conducting an in-depth analysis of the QAPA system and the audit of the quality assurance process of the University of British Columbia,and then summarizing its reference characteristics can provide new perspectives to solve the problems of university quality assessment difficulties and university homogenei?ty,utilitarianism as well as heavy burdens issues caused by standardization assessment.
