摘要
同行评议是学术期刊质量评审的重要制度安排。我国学术期刊同行评议的主要形式是盲审评议。盲审评议旨在通过身份的保密使得评审过程在不掺杂利益的条件下更加公平和客观,也是确保学术交流完整性的"金标准",但其在运行过程中也不可避免地存在评审专家资格存疑、评审时限不确定、评审意见的合理性存疑甚至评审专家不评审等诸多困境。这种困境来源于编辑、评审专家和作者三方在制度运行中产生的行为变异,因此应增加反馈和透明度,逐步实现在评审专家和作者同意基础上的开放同行评议。
Peer review is an important institutional arrangement for the quality review of academic journals.The main form of peer review of academic journals in China is blind review.The purpose of blind review is to make the review process fairer and more objective without confidentiality through the confidentiality of identity.It is also the"golden standard"for ensuring the integrity of academic communication.However,in the process of operation,there are inevitably many dilemmas such as doubts about the qualifications of review experts,uncertain review time limits,doubts about the reasonableness of review opinions,and even non-review by review experts.This dilemma comes from the fact that the editors,review experts,and authors in the peer review system have mutated behavior during the operation of the system,so feedback and transparency should be increased to gradually achieve open peer review based on the consent of review experts and authors.
