乡村振兴视角下农民对财政支持三农政策的满意度分析——基于山东省的问卷调查 被引量:1

摘要 基于乡村振兴的视角以农民及其他人员作为考察对象,采用有序logistic模型对现有支持农村发展的财政政策进行综合评估,并分别对一系列助农政策的满意度进行测度对比分析。研究发现,农民及其他人员对现有财政政策的认知和评价对财政政策的满意有显著的正向效应;个人主观偏好相较于客观差异对政策满意度的影响更为显著;农民和其他人员对助农政策的整体感官差别不大,但二者对政策关注的侧重点和期望值有所不同。研究结果表明,政策制定者应多从农民本身的需求出发,制定更加利民高效的财政政策。 Based on the perspective of rural revitalization,farmers and other personnel are taken as the objects of investigation.The ordered Logistic model is used to evaluate the existing financial policies supporting rural development in an all-round way,and the satisfaction of farmers with a series of policies to assist them is measured and compared.The study found that the cognition and evaluation of farmers and other personnel on the existing fiscal policies have significant positive effects on their satisfaction of the fiscal policies.Individual subjective preference has more significant influence on satisfaction with policies than objective difference.Farmers and other personnel have little difference in the overall sense of the agricultural aid policies,but they have different emphases and expectations on the policies.The research results show that policy makers should start from the needs of farmers themselves and formulate more efficient fiscal policies that benefit the people.
