摘要
在国家"放管服"举措的推动下,陕西的地方高校纷纷进行科技工作改革,通过简政放权、简化程序、规范科技行为等方式,有效提升了陕西地方高校的科研实力,激发了科技工作者的热情。与此同时,改革也存在着诸如外拨经费监管不到位、政策缺乏有效衔接、科研绩效考核标准不一、信息化建设滞后及学术不端行为披露不力等问题。对此,需从优化评价体系、加强信息化建设、加大政策宣传和违规披露力度、提高横向科研项目管理能力、优化绩效评价等方面不断改进、创新。
Driven by the national"releasing management service"initiative,universities in Shaanxi have carried out scientific and technological work reform,which has effectively promoted the scientific research strength of community universities in Shaanxi Province and aroused the enthusiasm of scientific and technological workers by means of simplifying the power of government,simplifying procedures and standardizing scientific and technological behavior.At the same time,there were some problems in the reform,such as insufficient supervision of external allocation funds,lack of effective convergence of policies,different standards of scientific research performance appraisal,lag of information construction and weak disclosure of academic misconduct.To this end,it was necessary to continuously improve and innovate from the aspects of optimizing evaluation system,strengthening information construction and policy propaganda and illegal disclosure,improving horizontal management ability and optimizing performance evaluation.
