摘要
已规划配置的建设用地已不能满足城市发展的需求,集体建设用地流转成为一个不可避免的趋势。如何科学合理地对集体建设用地流转进行决策成为了所涉及利益相关者的关键问题。在集体建设用地流转中,涉及的利益相关者一般可概括为三类:地方政府、土地流转企业、农户。对于不同的利益相关者,他们具有不同的属性以及行为规则,影响对集体建设用地流转的需求也各有不同。由此,集体建设用地流转要追求满意解,在实施科学决策的过程中,需同时考虑集体建设用地在时间上的动态配置以及在空间上的实体配置。
TWith the development of economy and the advancement of urbanization,the contradiction between man and land is becoming more and more intense because of the limited resources of collective construction land.The planned land allocation has not been able to meet the needs of urban development.The circulation of collective construction land has become an inevitable trend.On the one hand,if the society wants to develop and the city needs to be built,more collective construction land will be needed to transfer to the construction land to meet the development needs.On the other hand,the problem of food security can not be ignored if the ecosystem is to be protected.How to scientifically and reasonably make decisions on the transfer of collective construction land has become an important issue for the stakeholders involved.In the transfer of collective construction land,the stakeholders involved can generally be summarized into three categories:place government,land development enterprises and farmers.For different stakeholders,they have different attributes and rules of conduct,as well as different demands on collective construction land transfer.Because the decision-making of collective construction land transfer is limited rational decision-making,which only pursues satisfactory solution rather than optimal solution,the dynamic allocation of collective construction land in time and entity allocation in space should be considered in the process of implementing scientific decision-making.
