摘要
以社会建设促成“国家成长”至关重要。从经国序民、泽被民生的长期愿景来看,党的十九届四中全会擎划的“中国之治”制度体系,其根基是社会治理现代化,实践依托是建设社会治理共同体。在社会实践“结构性巨变”进程中,构建社会治理共同体,本质上是坚持和发展好新经济社会基础框架中党领导的群众路线的新实践,目标是构建“一元统属、七位一体、三共耦合、三治融合、三人衔接”的高质量社会治理,意在全面提升治理的“人民性”内涵和品质,它是权威核心、治理体系、治理格局、治理方式以及治理实现的连续体,是一种在新需求持续强化呈现背景下的社会治理新模式。理论上,这一思路以马克思主义人民主权、国家、市民社会等理论为基础,超越了“主体—客体”二元划分的思维底板,是一种更趋合作式、融合型的社会建设思路,既消解了个体层面的本体性焦虑,又缓释了社会整体转型的结构性紧张,引致既有本体性安全的回归、又有向心力再生产的国家认同。实践中,坚守“制度赋权”的同时,需要妥善处理好结构与功能、激励与约束等协同创新的若干关系,通过全面强化“党建引领”和优化政府统筹,实施“技术赋能”,引导民众有效参与和广泛协同,以民主协商为途径、科技支撑为辅助,从而深度塑筑尊重社会自主性和遵循社会发展规律的法治之治。
It is important to promote national growth through social construction.Judging from the long-term vision of governing the nation and benefiting the people,the system of China’s Governance endorsed by the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China,is based on the modernization of social governance,and is deeply dependent on the construction of a social governance community.In the process of structural changes in social practice,building a social governance community is essentially a new practice of developing the Mass Line led by the CPC in the new economic and social basic framework.The goal is to build a high-quality social governance of unitary system,seven-in-one,three-in-one coupling,three-in-one integration and three-in-one connection.It aims at improving the quality of“People in Governance”.It is a continuum of authority core,governance system,governance pattern,governance mode and governance realization.It is a new model of social governance under the background of continuous strengthening of new needs.In theory,this idea is based on the Marxist theories of people’s sovereignty,state and civil society.It goes beyond the thinking of subject-object binary division.It is a more cooperative and integrated social construction idea,which not only relieves the ontological anxiety at the individual level,but also eases the structural tension of the overall social transformation,resulting in the return of both ontological security and the national identity of centripetal reproduction.In practice,while adhering to the system empowerment,it is necessary to properly handle several relationships of collaborative innovation such as structure and function,incentives and constraints.Through strengthening the Leading of Party Construction,optimizing government coordination,and implementing technology empowerment,it is necessary to guide the public to participate effectively and collaborate widely,with democratic consultation as the approach and scientific and technological
