摘要
"经济飞地"模式的深度发展与行政区划和协同机制间的矛盾冲突,越来越成为区域协调发展、区域治理项下的常见课题。加强对"飞地"发展的立法供给和政策指引,促进区域治理统筹创新,激发区域协调发展动能,进而以"飞地"区域法制发展助推国家治理现代化势在必行。
The conflict between the deep development of the "economic enclave" mode and the administrative division and coordination mechanism has increasingly become a common issue under the regional coordinated development and regional governance. It is imperative to strengthen the legislative supply and policy guidance for the development of "enclaves", promote the overall planning and innovation of regional governance, build up the momentum of regional coordinated development, and then modernize the governance of China with the improvement of the regional legal system of "enclaves".
