摘要 目的:对《全国护理事业发展规划(2011-2015年)》实施前后安徽省护理人力资源配置情况及公平性进行比较,为优化护理人力资源配置提供决策参考。方法:以2011年和2017年作为规划实施前后时间点,采用描述性统计、洛伦兹曲线和基尼系数等方法进行比较分析。结果:安徽省2011年和2017年每千常住人口拥有注册护士数分别为1.42人和2.21人,每平方千米拥有注册护士数0.61人和0.99人,人口基尼系数分别为0.211和0.150,面积基尼系数分别为0.323和0.329。规划实施后安徽省护理人力资源总体配置情况和公平性有所改善,但总体配置不足,地区间公平性差异有待缩小。结论:国家层面应加强护理人才培养的力度,提高护理人员配置的合理性。安徽省亟需优化本省护理人力资源配置,调整人力资源分布,提升护理服务水平和地区公平性;还需兼顾卫生技术人员整体发展,缩小与其他省份之间的卫生人力资源配置差异。 Objective:To compare and analyze the allocation and equity of nursing human resources in Anhui province before and after the implementation of National Nursing Development Plan(2011-2015),so as to provide decision-making reference for optimizing the allocation of nursing human resources.Methods:Taking 2011 and 2017 as the time points before and after the implementation of the plan,and descriptive statistics,Lorenz curves and Gini coefficient were used to make comparative analysis.Results:In 2011 and 2017,the number of registered nurses per 1,000 permanent residents were 1.42 and 2.21,respectively,the number of registered nurses per square kilometer were 0.61 and 0.99,respectively,the Gini coefficient of population were 0.211 and 0.150,respectively,and the Gini coefficient of area were 0.323 and 0.329,respectively.The overall allocation and equity of nursing human resources in Anhui province had improved since the implementation of National Nursing Development Plan(2011-2015),but the overall allocation was insufficient and the disparity of regional equity needed to be reduced.Conclusion:The leading degree and intensity of training of nursing talents should be strengthened to improve the rationality of nursing staff allocation at the national level.In Anhui province,it is not only necessary to optimize the allocation of nursing human resources,adjust the distribution of human resources and improve the overall level of nursing services and regional equity.And it should also take into account the overall development of health technicians and narrow the gap in health human resources allocation between Anhui and other provinces.
