摘要
《国家职业教育改革实施方案》提出试点和构建学历证书+若干职业技能等级证书("1+X")制度,这是我国深化复合型职业技能人才培养改革的重要创新举措,可有效实现高技术技能人才需求侧和职业教育人才供给侧的供需平衡。围绕"1+X"证书制度的新内涵,在人才培养新方案和新模式、"X"证书的开发和实施、"X"证书含金量的保障、师资队伍建设以及"1+X"证书制度的协同推进等新内涵和新实践要素,展开了深入剖析。"1+X"证书的实施有利于实现精准育人和高端育人,有助于推进我国新时代职业教育体系的建设。
“The National Plan for the Implementation of Vocational Education Reform”proposes to pilot and develop the system of diploma certificate plus several vocational skill level certificates(“1+X”),which is an important innovative measure to deepen the reform of compound vocational skill talents training,and can effectively achieve the balance between supply and demand of high-tech skilled talents.Focusing on the pilot work of“1+X”certificate system specialty at the present stage,this study makes an in-depth introduction of the new meaning and new practice elements in this system:the new scheme and mode of personnel training,development and implementation of the"X"certificate system and quality guarantee,the construction of double-qualified teachers and the coordinated promotion of“1+X”certificate system.The implementation of“1+X”certificate is conducive to accurate high-end education,and to a series of standards for new era vocational education in China in new era.
