摘要
2019年是互联网问世50年。以互联网为标志的信息技术革命,在半个世纪的时间里催生了全球网络空间这个人类活动的新疆域,极大地促进了人类政治、经济、社会、文化领域的交流与发展,同时也对更加有效和全面的全球治理提出了新的要求和挑战。推进全球网络空间治理良性变革,在国家安全、经济繁荣、隐私保护以及文化清朗之间构建更加均衡的治理秩序,是当前迫切需要解决的重大议题;构建以尊重网络主权平等为基础的网络空间治理新秩序,聚焦信息技术革命服务于可持续发展,为推进这一良性变革贡献了中国方案。
The year 2019 marks the 50th year of the birth of Internet. In the last five decades, the information technology revolution led by the Internet has created the global cyberspace, which is a new frontier of human activities. It has greatly promoted human exchanges and development in the political, economic, social and cultural fields, and posed new requirements and challenges for more effective and comprehensive global governance. Promoting the sound transformation of global cyberspace governance and building a more balanced governance order between national security, economic prosperity, privacy protection and cultural clarity are major issues that urgently need to be addressed. China should build a new order of cyberspace governance based on respect for cyber sovereignty and equality, focus on the information technology revolution to serve sustainable development, and contribute the China program for promoting this virtuous transformation.
