摘要
阐述地市级传染病医院的定位、职能以及发展面临的困境,分析地市级传染病医院存在的必要性和转型升级的迫切性。从供给侧结构性改革的角度提出对传染病医院发展战略的思考:强化专科建设,构建“平战结合”的服务格局;增强多学科支撑,提升综合救治的供给能力;争取政策支持,赢得转型升级的时间和空间;做好科普宣传,消除社会公众的认知偏差。同时,以苏州市第五人民医院“三转型三升级”的发展实践,提出地市级传染病发展战略要从供给侧结构性改革的视角,注重扩大和优化医疗服务供给,提升医院内涵和应对突发公共卫生事件处置的能力,推动医院转型升级,实现可持续发展。
This paper describes the targets,functions and predicaments of municipal infectious disease hospitals,and analyzes the necessity of the infectious disease hospitals and the urgency of their transformation and upgrading.From the perspective of supply-side structural reforms,it puts forward some thoughts on the development strategy of infectious disease hospitals,such as strengthening the specialty construction and formulating a“peace and war”service pattern;consolidating multi-disciplinary support to enhance the supply capacity of comprehensive treatment;striving for policy support to earn time and space for transformation and upgrading;and promoting science popularization and eliminating the cognitive bias in the public.Meanwhile,based on the development practice of“three transformations and three upgrades”of Suzhou Fifth People's Hospital,it is proposed that the development strategy of municipal infectious diseases should focus on expanding and optimizing the supply of medical services from the structural reforms,and enhance the hospitals culture and ability to handle public health emergencies,thus promoting their transformation and upgrading and achieving sustainable development.
