摘要
针对中国生育政策从“严控”转向“放宽”,以及国家“卫健委”取代“卫计委”的机构调整,认为中国已进入“后计生”时代,国人的生育意愿也发生了显著转变。面对“全面二孩”生育新政,广大育龄夫妇普遍持有“既想生、又怕生”的矛盾心理。“想生”无非是希望“儿女双全”或担心“独苗难养”;“怕生”则可归结为“养不起”和“忙不赢”两大顾虑。面对生育率的持续低迷和二孩政策效应明显低于预期的情形,不妨借鉴西方发达国家应对“低生育陷阱”的一些做法,一方面转变观念,消除“计划生育=节制生育”和“后计生=去计生”的褊狭认识,明确“后计生”时代中国生育政策的取向;另一方面实践跟进,为避免中国完全落入“低生育陷阱”的自我强化境地风险,及时制定和实施一系列辅助政策,建构有助于提振生育率的制度保障和社会环境。
When there is a shift from the strict control to the flexible control in the policy of Chinese family planning,and the replacement of the State Population and Family Planning Commission with the National Health Commission of the People’s Republic of China,it has been acknowledged that China has come into the era of post-family planning,which finds expression in the changes in Chinese family’s fertility desire.Facing the two-child policy,most Chinese couples hold the view of wanting and fearing of a second child because they believe that two children would be better than one,but they are either too busy or too poor to rear the children.As the fertility rate goes down continually and the effect of the two-child policy is not obvious,it is fairly acceptable to learn from some Western countries in dealing with the low fertility trap.Firstly,it is necessary to have some conceptual changes concerning family planning and birth control;secondly,it is conductive to the avoidance of the low fertility trap in China by implementing some workable policies through institutional guarantee and social security.
