摘要
当前,新一轮技术革命和产业变革方兴未艾,国际产业分工和竞争格局正在深刻调整,工业生产方式、产业结构、增长动力呈现转折性变化.从全球看,发达国家"再工业化"和"制造业回归"步伐加快,发展中国家加快推进工业化进程.中国必须抢抓新工业革命机遇,推动制造业向产业链中高端迈进,推动经济由高速发展向高质量发展转变.推动制造业高质量发展是一项涉及诸多方面的系统工程,有效发挥标准化在质量提升过程中的基础性、引领性、战略性作用,推进标准化与装备制造业的深度融合,引领和推动产业结构和生产方式的转变,牵好标准化这个质量提升的"牛鼻子".本文从标准市场供给、技术专利化、专利标准化、专利产业化、标准的监管机制、标准化人才等多角度分析了制约我国装备制造业高质量发展的标准化问题及原因.最后探索提出新时期下以标准化提升装备制造业高质量发展的有关建议.
At present,a new round of technological revolution and industrial transformation is under way.The international industrial division of labor and competition pattern are being profoundly adjusted.The industrial production mode,industrial structure and growth momentum are undergoing a turning change.Developed countries are accelerating the pace of"re-industrialization"and"return of manufacturing industry";while developing countries are speeding up the industrialization process.China must seize the opportunity of the new industrial revolution,facilitate the manufacturing industry towards the middle and high end of the industrial chain,and change economy from high-speed development to high?quality growth.This paper analyzes the problems and reasons that restrict the high quality development of equipment manufacturing industry in China from the perspectives of standard market supply,technology patentation,patent standardization,patent industrialization,standards supervision mechanism and standardization talents.Finally,it puts forward some suggestions to improve the high quality development of equipment manufacturing industry by standardization in the new era.
