标准是产业发展的秩序和规则,是知识产权最集中的体现,标准竞争对企业发展至关重要。企业是市场的主体,同时也是标准化工作的主体,标准化活动离不开企业的参与。企业难以参与标准制定,有多方面原因。提高企业的标准参与度,要从企业自身、政策、法规、技术、利益平衡等多方面着手研究。
