摘要
新时代中国社会的主要矛盾发生了根本性转变,人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾在住房领域表现尤为突出。新时代需要新思路,新阶段呼唤新举措。习近平总书记在党的十九大报告中强调:"房子是用来住的、不是用来炒的",要"加快建立多主体供给、多渠道保障、租购并举的住房制度,让全体人民住有所居",这是对新时代住房发展观最具权威的总结和最深刻的诠释,将成为下一阶段我国住房制度改革和长效机制建设的根本性指导思想。通过深入分析习近平新时代住房发展观产生形成的思想渊源、时代背景和现实依据,总结凝练出了新时代住房发展观的理论内涵并加以诠释,进而提出全面贯彻落实习近平新时代住房发展观的战略重点和政策要点。
The main contradiction of our society in the new era, which has been transformed into a contradiction between the people’s growing needs for a better life and unbalanced and inadequate development, is particularly prominent in housing field. New era needs new ideas, and the new stage calls for new initiatives. General Secretary Xi Jinping clearly pointed out in the report of the Nineteenth National Congress of the Communist Party of China,"The house is for living, not for frying", we have to"move faster to put in place a housing system that provides housing for multiple sectors, ensures housing through multiple channels, and provides housing for both rental and purchase". This is the most authoritative summary and the most profound interpretation of the housing development concept in the new era, and it will also become the fundamental guiding ideology for the reform of the housing system and the longterm mechanism in China in the next stage. This paper deeply analyzes the ideological origin, the background of the times and the realistic basis of Xi Jinping’s housing development thought in the new era, and summarizes its theoretical connotation. And then, we put forward the strategic foci and policy points of fully implementing Xi Jinping’s housing development thought in the new era.
